Question: Specification Section 11350 Odor Control System Part 2.2 - Comment; Perry Fiberglass Products, Inc. is an established manufacturer of activated carbon odor control systems. Question: Can Perry Fiberglass Products, Inc. be added as a named supplier? ABOUT PERRY: Perry Fiberglass Products, Inc. was established in 1984 by Thomas Pulliam. Thomas Pulliam sold the company to his son Chad Pulliam in 2005. Perry Fiberglass is headquartered in Rockledge, Florida and manufactures all of its FRP products in Elyria, Ohio. Subject6:  Drawings S-101 and S-201
Question: Drawings S-101 and S-201 call out a louver schedule in the specifications. I cannot find this schedule. Please provide where it is located.

Subject5:  Valve Chamber decommissioning Sheet P-105
Question: It appears that filling the valve chamber and shafts have been deleted in this rebid. Note #2 still refers to filling chamber and shafts with flowable fill. Please verify all flowable fill of the shaft and chamber is not part of this bid.

Question: Is the bonfire link active? We cannot see the bid opportunity to add it to our list of projects.

         MWRDGC RESPONSE  1:   The District confirmed that the Bonfire portal is active. Submissions will only be accepted via an electronic upload to the Bonfire portal. Per contract specification SUBMISSION VIA THE BONFIRE PORTAL, “(1) To upload submissions on the Bonfire portal, go to the Bonfire project page link listed under the “Bidding Documents” link on the MWRD portal (WWW.MWRD.ORG, under DOING BUSINESS -> PROCUREMENT & MATERIALS MANAGEMENT -> CONTRACT ANNOUNCEMENTS -> BIDDING DOCUMENTS -> ADDITIONAL DOCUMENTS.) This Bonfire link is unique to each solicitation. (2) The Bonfire link will take you to the Bonfire project page for the solicitation. On this page you will see the project details, key project dates, a list of the requested information (including the file type), and public notices (if applicable). Subject3:  Estimated Cost/ Contract Award
Question: This is the fourth time this contract has been advertised. The fist time no bids were received as the District’s estimated cost was too low. For the two subsequent bid openings, the District did increase the estimated cost & multiple competitive bids were received. In both instances, the bids received were above the estimated cost & the District rejected the bids. The estimated cost for the current advertisement is the same as the previous one even though no appreciable changes were made to the scope of work & fifteen months has passed since the previous bid opening. It is not reasonable to assume the bids will decrease in value. Please clarify the District’s intent for this contract. Confirm the District will recommend award on a bid that is above the estimated cost.

         MWRDGC RESPONSE  1:   The Board of Commissioners authorized an amended scope and re-advertisement of this contract at their meeting on December 17, 2020. Per the Invitation to Bid, page I-5, "The contract will be awarded to the lowest responsible, responsive bidder, unless all bids are rejected."

Subject2:  Bid Extension
Question: The North American Tunneling market has been flooded with bids in Q1 of 2021. Currently there are at least 4 large tunneling projects with bid submissions in the last week of March 2021. We request an extension of 2 weeks to the bid date in order to fully develop the most competitive approach for this project.

Question: Please advise as to whether there will be a mandatory pre-bid site walk-through or technical conference. If so, provide date, time & location for each.

         MWRDGC RESPONSE  1:   Due to Covid-19 safety protocols, a mandatory pre-bid site walk-through and technical conference will not be held. The Contractor may request to schedule an optional site visit with the District, however District staff will not be permitted to answer any questions during the visit. All questions must be submitted online. Please refer to the Invitation to Bid, Page I-5, Paragraphs 4 and 5, “The Project Manager for this contract is Mr. Brian Wawczak. This Project Manager will provide online responses to online inquiries. The contact person for site visits is Rick Belair at (773) 256-3663.”
