Subject46:  Sewer Questions
Question: How can sanitary sewer be directional bored under Central Park Avenue? We need a pit on the east side of Central Park long enough to make joints and pull back 8” PVC C900 restrained joint pipe. Existing manhole and watermain in conflict. When you connect to the existing manhole on Central Park to maintain flow and connect services while installing 8” sanitary sewer how do you air and flood test the sanitary sewer pipe and manholes? How do you televise up the service lateral from the existing main to just outside each individual home? LETS Camera (lateral evaluation televising system) maximum distance is 125 feet. Can new manholes be installed instead of exposing the entire exterior of the existing manholes to apply bituminous coating and joint wraps? Size of existing watermain to be lowered available?

         MWRDGC RESPONSE  1:   Means and methods of construction are the responsibility of the contractor, detailed specification section 33 0523 provides additional information for trenchless sewer installations. Refer to detailed specification section 33 3700 for low pressure air testing. Service laterals will only be televised for approximately 25 feet from the sewer main. The intent of this project is to reuse the existing manholes. Based on the information available the diameter of the water main is 8 inches. It is the contractor’s responsibility to verify all utilities.

The bypass pumping for the installation of the sanitary sewer will need to be provided as necessary to minimize service disruptions. It is the responsibility of the contractor to determine the appropriate bypass pumping means and methods to perform the work.

However, the District is a certifying agency and a verification process will be conducted for every company listed on the Utilization Plan to ensure that they meet the District’s requirements.

         MWRDGC RESPONSE  1:   The Appendix C and Appendix K have different requirements and are applied independently based on the contract requirements. Appendix C is an Executive Order to ensure equal employment opportunities on construction contracts. The aggregate on-site workforce has goals of 19.6% minority representation and 6.9% female representation. Appendix K is the special provisions for apprenticeship for the MWRD contracts as applicable. The apprentices utilized on this contract to meet the goals, should be signatory to the union in which training is provided and be registered with the U.S. Department of Labor-Office of Apprenticeship Program. A valid U.S. Department of Labor-Office of Apprenticeship, Apprenticeship Certification will be required to confirm the apprentice has an active status within the program and hours worked by said apprentice will be applied towards the goals.

Question: Page I-5 states goals of 20%mbe, 10% wbe, 10% sbe, and 3%vbe. Does this mean our proposal must include a total goal of 43% of the project is needed to be compliant for the affirmative action ordiance? and is this a goal or requirement to be considered the lowest most responsive bidder?

         MWRDGC RESPONSE  1:   No, this does not mean the proposal must include a total goal on 43%. It does however mean the proposal must include a total goal of at least 33% because the MBE and/or WBE can be double counted as the SBE. However, the bidder can choose to incorporate an independent SBE to meet the goal. The completion of the Utilization Plan listing the businesses to meet the Affirmation Action goals is one of many requirements in determining responsiveness. Each bidder MUST submit with their proposals a signed and completed Utilization Plan which lists each business intended to be used as Subcontractors (MBEs, WBEs, and SBEs) and their names are to be identified on Pages UP-2, and UP-3 and UP-4 and supplemental pages as necessary. The bidder must sign the Utilization Plan signature page on Page UP-5. If you do not sign this page, your bid will be deemed non-responsive and rejected.

         MWRDGC RESPONSE  1:   No. The Multi-Project Labor Agreement does not allow project specific limited compliance. The Vendor must fully satisfy the terms of the MPLA.
